What we need is new highs on the Dow Jones and then we should see a bullish sentiment in the US markets and then a crash from 13000~ to 10000~

What are you suggesting here? Looks like according to your chart, the Dow needs to touch 13200 - 1300 first before a southward journey? Is that what you are reflecting?
